PCN that has partially been paid

hello all, 

I have read the new bee notes however I couldn’t find anything relevant to  the position I am in, (please link me if there is something already). 

So as the title suggested, I have a PCN which I started paying off then stopped. 

I received a PCN from my building block parking lot, it’s a private company. My permit was not visible on the windscreen as it was tucked in and I did not notice this, and honestly I forgot about it till I received this PCN. There is a clear sign from the parking company regarding the permit and it’s a supervised parking space. 

I initially reached out to the building management however they refused to deal with it and said I need to reach out to the parking company. I appealed the PCN, the company refused then I appealed again through the IAS which was rejected - I don’t quite remember what I said in my appeal as this was months ago. However This meant I missed the £60 discounted offer and was on £100 at this point. 

I reached out to the parking company and they setup payment plan, £10 a month. I ended up paying a couple months worth  however for some reason the payment plan stopped working, which meant I was falling behind on the payment. 

Following that, they reached out again via letter, thus I tried calling to setup the payment however no response - and as life got on the way I didn’t reach out. 

I then received the letter attached from the debt recovery company. It looks to be generic letter. 

Now my question is - having read the usual appeal process for PCN, I feel like I messed up by paying some of the fine and I’m not sure if this changes the usual process to handle a PCN. 


What shall I do next? I don’t want debt recovery to come at my address

    No legal action has been taken against you.

    My concern is whether the fact I started payment changes liability and whether they’ll actually go after me.

    Did you sign a separate credit agreement for paying the £10 a month?

    Next, what does the lease say about parking? If you are renting can you get hold of it from your landlord or another owner-occupier.

    I didn’t sign anything, after the appeal failed I just called them on their number and setup the payment plan to payoff the fine. 

    As for the lease, I have just requested this from the agency who deals with the properly. I’ll find out soon.
