    Another update for any future members looking for info or support for a case:

    The policy has been changed and you no longer need to “claim the free parking session”. (Yay)

    They’ve just changed the car park management company over to Horizon. Horizon normally manages Tesco car parks so maybe this is Tesco finally admitting they own this car park too. (In both conversations I had with Tesco customer service about the pcn they referenced Horizon). 

    All the Bank Park signs have been replaced to Horizon signs. And it clearly states “30 minutes free - no action required”. 



    They’ve also lowered the parking charge to £85; it used to be £100. 

    There is still no sign posted at the entrance of the car park though. They added one to a wall further down on the left but it’s not that obvious;  for example if you pulled into the first parking space on the left and walked straight into subway, you wouldn’t have any idea about the parking ticket requirements unless you had prior knowledge, so if you did stay longer than 30 minutes, I’d argue you still have a solid case. 

    Plus the ticket machine doesn’t work at all anymore. (Still there, it’s just not operational.) It says on the new sign you have to pay by mobile now - not very accessible for those who aren’t able to pay via phone. And one could also argue that you perceived the ticket machine to be out of order and so you weren’t able to get a ticket. Especially as before, with the previous management company, whenever the ticket machine was out of order you were exempt of having to get one. And so you were unaware of the new management change/mobile ticket policy etc.

    Is there no extra sign warning of the change in terms?

    Would the average person not versed in the pitfalls of private parking scams understand what "Dynamic Pricing" means to them?
    Another scammers condition imposed on people along with needing an app they might not have which they would need to download and set up.
    In fact how much is it to park, does dynamic pricing mean like an airline that if it's not busy it's £1 an hour but when nearly full on a bank holiday it's £50 per hour, who knows?
