    All bills and service charges CAN be included in UC Housing Element BUT:
    In a private rental there is a "cap" called rhe LHA rate. (Local Housing Allowance).
    The LHA rate is the most that benefits will pay in a Private Rental*.
    You will only get benefits towards rent up to your local LHA rate.
    Anything over that you have to make up yourself from elsewhere. (Or find somewhere cheaper).
    *The situation is different in a Social Rental

     If you do not live with your landlord you are not a lodger you are a tenant with legal rights regardless of what your agreement says. Post in the housing board for more information
