So frustrating, PCN from Nationwide Parking Control - Enderby Wharf

I am genuinely sick and tired of these. How is it legal to send this while waiting for someone.
For context I had a prebooked job (private hire) and was waiting for passengers to board and somehow just somehow I had someone whom i had no idea was there taking photos of my vehicle. I am using a hire vehicle.
How is it even legal to not allow people to conduct their jobs, waiting a minute or two? What about delivery drivers, emergency workers etc
Isn’t picking up on double yellows exempt?
Can i even use this appeal:
“ I appeal as hirer. I am not obliged to identify the driver and I decline to do so. You cannot transfer the driver’s liability (if any) to me because your notice does not comply with the requirements for hirer liability set out in paragraphs 13 and 14 of the Protection of Freedoms Act 2012 (‘POFA’). Specifically, you have failed to enclose with your purported notice to hirer the documents required to be enclosed by POFA paragraphs 13 and 14.

What is the equivalent of POPLA code? What should I request from this company and amend this so that I can appeal to IAS, since my appeal will most likely be rejected.

Isn’t picking up on double yellows exempt?Yes. You are spot on. This is covert surveillance (likely illegal) and unfair instant ticketing but the IAS won't accept that.
No paying it unless a judge says so.
Please show us that PCN, both sides.
Just the PCN x 2 photos please.
Complain to your MP.
Send that first stage 'hirer appeal' simply to hook the scammers in your direction, to stop them reverting to the lease firm. That is all.
You could try IAS for the LOLs. You never know ... 95% of consumers lose but in 25% of cases the scum firm offers no contest. But it's not binding on you, so it makes no difference.
Long term:

What you say to your MP is to tell them to support the new statutory Code of Practice and to please help you by officially complaining to the landowner and the DVLA for releasing your data.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
