Received a PCN from a pay later

Situation is quite hard to swallow

Got back from an evening out and went onto the NCP pay later page entered regged and paid. Website span, no confirmation and tried to refresh and fill in details again. This time it said no search results. Since these lot are a bunch of cowboys I contacted customer service via the website form an asked if they had received my payment and to contact me. No confirmation of form was received by NCP - actually filled this in twice too. 

Didn't take screen shots but received a PCN today. Any suggestions?

    Easy one though! I doubt NCP sent a POFA compliant PCN (check out my NTK pictures thread, it is linked in the NEWBIES thread which you need to read first). Dead easy to beat.

    Been a while since i read the NEWBIES thread but one of the reasons why I came here first before writing a complaint to NCP.

    So  first thing I did was to try to find the owner of the building NCP operate in - nothing is coming up for the building address. What to do next?

    Ncp probably lease it,  if its close to the theatre    ?   But if the theatre own it, or if its private land, check the usual advice given here by regular Umkomaas

    Reading all this again and struggling to understand what is a POFA compliant PCN and what isn't. 

    I read paragraph 9 (https://www.legislation.gov.uk/ukpga/2012/9/schedule/4/enacted) and tried to look for where the Parking Charge to Keeper letter i received isn't compliant. Letter says it was recorded by an approved ANPR Camera. Its like an easter egg hunt this.

    But you don't need to do that.  I've done it for you in my NTK pictures thread, linked in the NEWBIES thread.

    It's not some sort of hunt.  Stop looking for answers elsewhere and making it hard for yourself. Everything you need is already in the main NEWBIES FAQS thread.

    Trust me, I’m not trying to make this hard, but I’ve just spent the last five hours reading through the thread, desperately trying to make sense of it all and figure out what I need to do next. This is now the second time in two years I’ve had to go through the newbie thread, fighting back against these absolute cowboys.

    Contact the owner and complain? I was all for doing that—until I couldn’t find the owner. Then you said I don’t need to do that because NCP don’t send POFA-compliant NTKs.

    I’ve gone through the pictures listed in the thread, trying to compare my own notice. The one entitled "Here is a POFA-worded NCP NTK" looks a lot like the one I received. From what I understand, a POFA-compliant PCN must meet specific requirements under the Protection of Freedoms Act 2012 (POFA) to hold the registered keeper liable for a parking charge.

    If my NTK is actually POFA-compliant, what does that mean for me?

    It is literally just comparing the wording to my two pictures of NCP NTKs and seeing which one it matches.

    But show us two redacted pictures: both sides, with all dates showing. We can tell in ten seconds flat!  :)
