PCN - Horizon

Hello
Having received a PCN and compaliend to the retailr (generic respone go to the private firm so that didnt work) I used the blue template on the MSE forum. Rejected. Popla reference given.
I am now outside the 28 day window to do a Popla appeal.
I now want to use the Horizon portal to reject this (again) but to add about what I believe is double dipping (exit photo is of the second visit to the car park (supermarktet) - no return was adhered to.
What are my options here please?

Popla codes last for 33 days, not 28 days, so get your appeal uploaded to popla if its been 32 days or less
You cannot re appeal to Horizon, it's popla or possibly court, if you cannot get plan A to work
So ideally appeal to popla and also implement plan A too1 -
Or email Horizon's DPO email (see their privacy page). For how to phrase the data abuse complaint, search the forum for:

I would suggest that you are in breach of the Fraud Act 2006 and it is my intention therefore to file an online fraud report to the National Fraud and Cyber Crime Reporting Centre regarding this matter. I will also be making a complaint to The Range store, the BPA, the DVLA and the media as I feel that it is about time that organisations such as yours who engage in this kind of criminal activity are exposed."

Much better as long as you haven't just copied stuff about The Range from someone's post when yours isn't? I can't tell.
