EE non EU roaming

Options
2 years ago I went to NZ and the roaming charges were £25/month. Now they are £25/week. When I go again. That's a hike of 400%. Is this allowed?

Why wouldn't it be, they can set their own charges as long as it's communicated clearly. The price 2 years ago is immaterial.

Use WiFi calling from a free WiFi spot (at least I think that should work) or one of the many apps such as Whatapp.

Of course companies can increase prices.  Two year ago a loaf of bread was 75p.  Now it's £1.50.  That's life.
If you don't like the new price then go somewhere else.  As it happens, I will be travelling abroad this winter.  I've bought an Airalo esim for the duration of my holiday because it's far cheaper than my main mobile network would charge for data in Singapore.

Wifi calling is still billed at your normal rates with most, if not all, carriers.

It's not phone calls that's the problem. I want to use Google maps for sat nav.

You should definitely look at eSIMs - there are compatibility checkers like the one on the Graba SIM website, but most phones nowadays support them. It'll reduce that £25/week to as low as £10 a month

being  a fossil, I've never used a phone as satnav - but I like the idea of being able to hire a satnav for the trip!! https://www.ebay.co.uk/itm/164526586934
