Apcoa Penalty Notice

Dear All,
I think i understand most of the intricacies of this parking forum and have indeed used it many times, so thank you, but i have one question.
If, specifically Apcoa Penalty Notices, time out after 6 months and never go any further, why do we not just ignore them from day 1?
It seems that there is an awful lot of time and effort on here devoted to appealing to Apcoa, POPLA etc when infact it seems that one could just do nothing?
I have noticed at a Southeastern railway car park, where i regularly park, that several cars seem to have window tickets on an almost daily basis, do people simply not pay to park, knowing that the car park is managed by Apcoa?

The TOC could take it further, within the 6 months timescale, as does happen with some government run franchises, so IMHO it's better to drag it out via the appeal process with Apcoa, past the deadline
Now that the government is taking back control, it would not surprise me if they started enforcement of the bylaws in the latest ones, like they have done in some northern lines like First Trans Pennine etc2 -

I know that with over a decade of reading posts etc, it's much easier to deal with Apcoa and Popla than it might be to go up before magistrates. I think that once the network is re nationalised by 2027 that the bylaws aspect will be more widespread in all areas2

An APCOA issued Penalty Notice is nothing of the sort. It is neither a Penalty Notice nor a Parking Charge Notice. It is a fraudulent attempt at extortion and arguably engages criminal liability under Section 2 of the Fraud Act 2006 – false representation made dishonestly and with intent to cause a gain or loss.2

SABA have tried court action for a few cases posted here. It didn't go well for them.
APCOA tend to cave in at the POPLA stage.2
