Can I complain about new HMO house?

I recently saw a sign in my street saying that the house next to mine was being sold and taken over to a HMO dwelling. The house has a bathroom window which can be used to access the flat area of roofing that forms part of the side of my house. When my parents owned the house, there was an issue whereby the neighbour would come out onto the roof and smoke, they complained and it stopped. I am concerned that this seven bed house will now be occupied by many people who will be able to access this area. Am I able to have any say in stopping them coming onto the roof area? I do not know to whom I should contact. Any advice would be appreciated.

Your roof, so they'd be trespassing.
Make sure you have solid Legal Protection included in your house insurance now.
And.... relax.
Are your houses attached? You'll have the ultimate solution of fitting a barrier in front of their window if really needed.1 -
Have you checked the rules for licencing of HMO's in your area?
A photo would really help. Is this flat roof part of your house, contiguous or part of a separate building?If you've have not made a mistake, you've made nothing2 -
If the bathroom becomes shared it seems unlikely that somebody would use it as access to the roof (what are they going to do - lock the bathroom door and ignore the banging of their co-tenants trying to get in to use the facilities?).
Anyway, you have exactly the same rights to complain if it happens again.0 -
Go your local council’s planning website and look to see if there is a planning application currently for that address. If so you will be able to view the plans and object in writing stating the difficulties you foresee happening in the future. It is surprising that you have not had a letter from the council informing you of the planning application. Don’t delay because there will be a time limit, a date by which you need to object and lodge objections.If the planning application has already been approved then you can still look at the plans and if there is a breach of what was approved I would get in touch with your local councillor and ask for their help. The details of who they are and their contact details will also be on the council website. You will need to know which ward you live in to find the correct councillor but a phone call to the council should be able to tell you if in doubt.0

You can also complain about charlie's 12(?) "palaces" if you like. ? Any suggestions for an abreviation similar to HMO that would be appropriate for his 12-ish dwellings?? But rather like the HMO what happens after the complaint is rather uncertain...
