Major Keying Issue via App (IPC Car Park)

In short:
The registered keeper of a vehicle has received a Parking Charge Notice from Carpark Securities Ltd who are a member of International Parking Community (IPC). The reason for the stated charge is, "No valid parking payment found."
The car noted on the notice was parked in a private car park, where there is currently no ticket machine (a sign says that the machine is out of order, but there is actually no machine on site). Payment for parking was therefore made via the RingGo app. The mobile phone signal and data signal at the car park is awful, forcing people to move away from the car park in order to find a connection to make the necessary payment.
When the payment was able to be made for the parking, the wrong car was accidentally selected in the app, and payment was made for parking under the car registration of the default car in the app. There is a PDF copy of the payment receipt made via RingGo for this parking, with evidence that 4 hours of car parking were paid for - only 2.5 hours were used.
I know this is considered a Major Keying Issue, and the BPA informs its members to charge £20 for issues arising from this.
However, Carpark Securities (who also own the land) is an IPC member, not a BPA member. The IPC seems to take a different stance on this, and I cannot see that this style of appeal can be used with them.
Would someone kindly advise whether to appeal with reference to the Major Keying Issue? The registered keeper is feeling quite overwhelmed by this situation and is keen to take the easiest and safest route through all this. I just want to ensure I guide them in the right direction.
