A little more detail would be helpful here - I understand it's hard to know what's useful and what's not for newcomers.
If you could answer these, it would help us guide you:- Which address did you live at when the parking event happened?
- When you moved, did you update the V5C of the car involved?
- How did they obtain your old address and how did they obtain your new address?
- Did you ever send them a notice asking them to erase the old address and replace with it the new one?
1. Contact DCBL's data controller informing them you have moved and instruct them erase your old address and to use the new address for any future correspondence. Including a utility bill, or some other proof of your new address will help here - they might try to make things difficult if you don't.
2. At the same time, open a formal complaint: https://dcbltd.com/complaints/ about pursuing for debt [reference number] even though it was already paid in full on [date], and on using an old address despite having a new one for you.
They are required to put debt recovery actions on hold while they investigate. Ideally they'll realise what's happened and put a stop to it (though I don't have high hopes). However, what happens afterwards will be governed by how they respond.
3. If you asked them to erase your old address and use the new one instead, add to the formal complaint from step 2. that they failed to act on your data rectification notice - a breach of GPDR and the CSA code of conduct. Also go to the ICO's website and make a complaint there.2 -

Phoned them not outstanding fines at any address.
Parking eye informed.
Also sent email and they are going to respond to that in the affirmative that no fines at other address.
