    I know this is an old comment but I'd put money on it, its not been resolved.

    Check you ipad updates, if it says that you have the latest OS 16.7.11 and its up to date.
    Then v 17 is not supported by your ipad.
    Apple block T&C's acceptance  unless you have v17, which limits some online functions,  but don't seem to put it in writing in any support (although it was confirmed in a verbal discussion with Apple support)
    The is  a way of limiting the use of older machines to push you to updating your ipad.

    All the online fixes, including from Apple support, are just Snakeoil.
    There are a huge number of complaints and fixes online - I have not found any that report sucess unless you can upgrade to the latest major version i.e. v17.

    @hazcrew thank you for your suggestion. I’ve not checked back on this for some time, but this is possible. My iPad is on 16.7.11, with an update to 16.7.15 pending. When the pending update is installed I’ll see if there are any further updates queued.

    In spite of the warning which pops up from time to time, nothing dreadful seems to have happened (yet).

    I had this on my iPhone 6S - it would bang on about accepting the Ts and Cs, but then not let me do it. I just came to the conclusion it was down to the age of the device. The battery went weird not long afterwards, so the problem went away because I had to change the phone - other than that, I also had no noticeable issues other than some apps stopped working, and that was due to the age of the device (or probably more likely the highest OS it would update to) rather than the failure to accept the Ts and Cs.
