I know this is an old comment but I'd put money on it, its not been resolved.Check you ipad updates, if it says that you have the latest OS 16.7.11 and its up to date.
Then v 17 is not supported by your ipad.
Apple block T&C's acceptance unless you have v17, which limits some online functions, but don't seem to put it in writing in any support (although it was confirmed in a verbal discussion with Apple support)The is a way of limiting the use of older machines to push you to updating your ipad.All the online fixes, including from Apple support, are just Snakeoil.
There are a huge number of complaints and fixes online - I have not found any that report sucess unless you can upgrade to the latest major version i.e. v17.
