Unsure if I have ground for appeal

Hello,
I have read the newbies thread and I am finding it difficult to understand if I have grounds for an appeal.
I recently received a civil enforcement notice (PCN) from Civil Enforcement for alleged parking violation / payment not made / made permit not obtained in accordance with notified terms.
The incident took place on 9th May 2025 at Liverpool. The fine was issued on the 16th of May and I received the notice to keeper by post last Friday on the 23rd of May.
I tried to make a payment on the app, and the amount was coming up as 0£, on the phone and pay app, but it wasn’t going through.
After receiving the fine, I went back to location and took the photo of the sign.

It did not strike me that the parking outside these hours were not allowed from the sign initially when I parked at this location, but it does say on in the fine print.

I checked the location code on the phone and pay app again on Friday and I am attaching a screenshot showing the amount as 0, but unfortunately I do not have a screenshot from the day of alleged parking violation.


Does this still fall under a standard template response?
Should I just pay it off to avoid the hassle ?

Use the template appeal to get a POPLA code as that sign doesn't offer anything of value to non permit-holding drivers before 6pm, so there is no term breached.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

also do I have to mention the part about non-permit parking before 6 pm not being clearly mentioned on the sign at this stage?0 -
