Charge letter after paying for parking via parking app

I’ve put together the following:
As the registered keeper of the vehicle, I am appealing the Parking Charge on the following grounds:
1. Payment for parking was made via a third party app (Just Park) on the 08th May 2025 prior to parking of the vehicle. This covered the period of parking from 13:30 to 16:30 on the 08th May 2025. Receipts are attached as evidence.
2. The entry time set out in the parking charge is less than two minutes before the start of the parking period. The driver of the vehicle has confirmed that due to the size of the vehicle it took longer than two minutes to find a parking space and park the vehicle.
3. Per the above point, I request strict proof that the vehicle was in fact parked before the start of the paid parking period.
4. The parking charge letter (or notice to keeper) is not compliant with POFA 2012 requirements.
5. The parking charge letter was not received by the keeper within 14 days. The date of parking was 08th May 2025, and the parking charge was received by the keeper on 27th May 2025 (despite the issue date being recorded as 19th May 2025).
6. Given the non-compliance with POFA 2012 in the above points, as the registered keeper of the vehicle, you cannot hold me liable for the parking charge.

It’s at Liverpool cathedral, tried looking on Google but no joy, the signs from what the driver recalls weren’t at the entrance but inside the car park. I’m like 25 miles away so would need to drive over.
I only have one vehicle on the Just Park app, I checked with them and all the details are right. Funnily enough after parking the vehicle around 13:35 the driver spoke to a member of staff at the cathedral and he mentioned that there were issues like this and that they would probably need to contact the cathedral / parking company!Going to approach the main honcho at the cathedral when he’s back from his jollies next week see if I can get this waived!What a joke…1 -
