Euro car parks fine - found out through DRP letter

Hi all,
looking for some advice on the situation!
A redirected letter appeared in the post from Dept Recovery Plus with a parking fine from a retail car park. The date of the fine was a few months ago but the original fine paperwork never made it through the door…so this is the first notification.
had a house move late last year and have had a redirection on ever since so it’s strange the original letter never arrived…

The car mentioned in the letter was also sold a couple months ago so this has been a surprise!
ideally getting back to the original fine amount would be best…paying the upped fee when there was no knowledge of a fine would be very frustrating….
does anyone have any advise on how I could get this to work? Thank you for helping

Was the car sold before the date of the PCN (you don't have a fine, just a speculative invoice) and was the paperwork done correctly, New Keepers supplement on the V5C etc?1

No the car was sold after the PCN date. So we don’t have the car anymore and the car was never registered to my current address.
The letter is addressed to the keeper of the vehicle but they weren’t the person who got the ‘fine’, if I had it my way I would ignore but they want it dealt with immediately which means paying it 🙄0 -

Why don't they simply go online (or you do it for them) and transfer it to you?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I’ve managed to convince them to see this out as it is a scam! So hopefully it works in my favour 😅 I didn’t know you could transfer it, I’ll have a look into it.

But transferring liability is on the back of every PCN. Surely the keeper saw that? This is a normal part of the process.
As the PCN told the keeper, naming the driver is either on their website as an option when they log in to view the images, or the keeper simply emails your name and address over, naming you as driver and telling them to contact the driver instead because the keeper is no longer pursuable as soon as the drivers's name & address are known.
