UK CPM / BW Legal – Two PCNs

Hi all, first time posting here and still getting my head around the process. I’ve had a skim through the Newbies guide but it’s a lot to take in, so apologies if similar questions have been asked elsewhere. I’d really appreciate any advice.

I received a letter from BW Legal in Feb 2025 demanding £340 for two PCNs (£170 each) issued by UK CPM. These relate to a private residential car park in Sheffield city centre where the driver had parked regularly from late 2023 up until July 2024 when moving out, due to lack of nearby street parking. I did not update the V5C until Feb 2025, so did not receive any earlier correspondence - hence why the contact only started in Feb 2025.

The first contact came via BW Legal, who paused the case after the keeper called requesting more info. In May 2025, they sent photos showing the car parked under the new signage and stated that the next step would be a Letter Before Claim.

Key note: No signage was present for the majority of the time the car was parked at that location. This apparently changed around a month or so before moving out, something that was not noticed due to the general chaos of relocating. (See timeline below for more detail.)

Timeline:

  • Dec 2023 – Driver began regularly parking in a small private lot near their residence due to lack of on-street parking. No signage or enforcement was in place at the time.

  • 21st March 2024 – A temporary A4 notice was placed on several dashboards (possibly including the driver’s). It read: "PRIVATE LAND – PARKING IS NOT ALLOWED HERE. CARS NEED TO REMOVE IMMEDIATELY – OR WILL BE TOWED ON 22nd MARCH 2024"
  • 22nd March 2024 – A photo taken confirms there were still no permanent UK CPM signs installed.

  • June(?) – July 2024 – CPM signage was apparently installed during this period. I do not recall any temporary notices being seen about changes in parking rules.

  • July 2024 – Keeper moved to a new address.

  • Feb 2025 – Keeper updated V5C with DVLA. Shortly after – First correspondence received: BW Legal demanding £340. Keeper phoned BW Legal to request details/photos (location in portal was vague). BW Legal put the case on hold.

  • May 2025 – Photos received, showing signage (now in place), and the vehicle parked there on two occasions. BW Legal has stated the hold is lifted and the next step will be a Letter Before Claim if payment is not made.

Questions:

  1. Reading the Newbies thread, is it worth sending a letter to the residential apartment management or landowner, or is it too late at this stage?

  2. Would there be any benefit in writing to UK CPM directly, or is it best to wait and see if a Letter Before Claim is issued? What would be the next best step from here?


Just to note that a data rectification notice has also been sent to CPM’s DPO to update the address and erase the old one.
