PA1P form and NRB

after the checker tool told me that no IHT is due, I went straight to the PA1P form. It seems I have to enter the following:
*gross value of the estate for IHT
*net value of the estate for IHT
*net qualifying value of the estate (=0)
*gross value of the estate for probate
*net value of the estate for probate
I was expecting them to deduct gifts from the £325k NRB allowance to work out how much NRB the surviving spouse inherits. Yet I have net qualifying value of the estate equal to zero. Could this be because the gifts are less than the debts for funeral expenses?
So how is the inherited NRB from spouse derived?
Any ideas?
