Dual authorisation bank account

Asking on behalf of a friend...
My friend is a trustee of a small charity - there were just 3 trustees now down to 2 because one sadly passed away recently.
Someone else has agreed to become the third trustee.
The problem is that the first trustee on the bank account is now elderly and has some memory loss, my friend is keen to get another trustee added to the bank account as soon as possible, but the elderly trustee will have to authorise this and seems reluctant to do so. What happens if the elderly trustee passes away before the new trustee gets the bank mandate? Will that mean that my friend will also have no access to the bank account because dual authorisation is required?
The account is with Barclays and the answer online doesn't seem to be all together clear.
Has anyone had experience with something like this happening - and what were they able to do about it?

To a degree, this will depend on the bank's processes for handling such cases (this won't be the first time this has happened).
Get in touch with them and ask what you'd need to do.2
