Minster Baywatch Parking Charge Notice (Riverside Car Park, Lechlade)

Hello,

Looking for help on my parking charge and appealing please. I have read the NEWBIES thread and some supporting threads as well.

 I received a ANPR capture NtK on 15/05/2025 which was in regards to a parking incident on the 10/05/2025. The incident was in England. Minster Baywatch (MB) say "Parking fee covering visit duration not paid in full", I made an appeal (Plan A) to MB directly.

MB denied my appeal I am now making an appeal to POPLA as well as contacting the land owner (Cotswold Lakes Trust I believe).

 My appeal to MB was on the grounds of it taking some time to pay because there was no signal for the RingGo parking app, I had to walk 10 minutes away to get any signal to park. Timings according to the ANPR cameras are:
Arrived: 13:22 on 10/5/2025
Left: 16:49 on 10/5/2025

I paid for a ticket at the earliest opportunity starting at 13:43 and expiring at 16:43. 

Just wondering if there is any grounds to my appeal or if I should just pay the £60 fine before it becomes £100.

I made an appeal (Plan A) to MB directly.

That's not Plan A.

You don't have a fine.

You will never pay it.

You won't win at POPLA with that stance but might do if the PCN is non-PoFA (see the NTK pictures thread) and you carefully didn't admit to driving. But by rushing to appeal talking about the story of what happened, I think you did.

Show us the NTK (both sides) and the sign. Do any of the signs actually say that the site is managed by Bransby Wilson? Go get pics.

Sadly, I believe you are right I used the step 1 template but stupidly deleted the bit about denying I was the driver.

I wouldn't bother with POPLA then.

Just ignore it but tell them/their threatogram merchants if you move house.

Check each letter.

Don't show is £170 demands (see 4th post of the NEWBIES thread).
