GHIC application issue

I successfully applied for and received my GHIC a few years ago. But when my wife applied the card never arrived. We have not travelled for a few years but intend to go to Europe this summer.
We went into gov.uk and looking at the options decided to go down the the 'lost card' route which basically results in you reapplying.
BUT
When we filled out the online form it just stated that an application already exists for this applicant. We tried a few times but it seems to be the classic 'loop' with no obvious escape.
For this topic gov.uk has no Contact Us option or Complaints Procedure option.
Feel completely stuck and can't come up with an alternative solution.
Does anyone have a suggestion?
