I can imagine some cash machines might allow you to wave your card near them to connect contactless-ly and withdraw cash BUT that's not the same as waving your PHONE near to them.  When you use Apple Pay or Google Wallet their respective systems use a different card number from the one your card usually uses - this is reputedly more secure and explains why the machine won't work with it - it doesn't recognise it as their card.
