ULEZ PCN

Advice welcomed, I have received a Notice of Enforcement from CDER group about an unpaid PCN for entering a ULEZ last October, but today is the first I have heard about it. I'm not disputing, I just didn't know and now I have a £355 fine. My V5C was registered to my old address so the PCN must've gone there. I have since updated my V5C and received nothing until today, telling me to pay or baliffs will be at mine in 3 days. I'm panicking. Is a statutory declaration possible in this case? Thanks
