resident permit holders only PCN

I parked in a permit holders only zone on a Saturday. The sign stated Sat 8:30am-1:30pm so from my understanding I was eligible to park after 1:30pm if i am not a permit holder.
The PCN stated that the vehicle was observed from 13:28-13:39. Does this mean that I was parked for 2 minutes in an area where I shouldn't have been parked. All the photos in the evidence were taken after 13:40.
I am planning to appeal but I would like some advice on the best wording for challenging the PCN

Depends on the sign and what the PCN says as the contravention. The council PCN experts are on a different forum: FTLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The contravention states 'Parked in a resident or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher or pay and display ticket issued for that place where required, or without payment of the parking charge'0 -
Sounds like it was not properly issued because there is usually some sort of criteria with council enforcement that says a PCN can't be issued less than 3 minutes before a restriction ends.
However, the council PCN experts are on a different forum: FTLA. Google it. Post pics of the sign & the PCN there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
