Appeal at POPLA after MET online appeal rejection?

Hello everyone,
I'm new at the forum, first time posting. Posting on behalf of my young daughter, who was going to pay the parking notice because she felt the pressure of the notice and 'doesn't want to make it worse or taken to court for a small thing like this'. Better pay the reduced £60 and get over with it, she said.
She had two parking charges in the past years, and was able to have them cancelled. The first one, I talked to the manager on the private parking site and the manager cancelled it (parked at out of business hours). The second one, parked at Tesco, it was cancelled by appealing at Horizon Parking using the template.
On this one she overstayed 17 minutes at a McDonalds. I called the manager, who told me they can't cancel it, I had to contact the company that handles their parking. I appealed online and MET (the parking company), rejected it. Please see images of the original notice and the rejected appeal.
Is my next step appealing online at POPLA, using the template on this website?
I THINK I can only appeal by saying £100 is excessive for 17 minutes overstay.
I'm almost sure (not 100% though!) the Tesco one in the past was cancelled in the original appeal on the base of 'I'm not admitting I was driving, and it's not up to me to tell you who was'.
Any advise is greatly appreciated, thank you in advance.
