£1400 to do BUS grant paperwork?

Hey all,
Very (very) long story short, we've been working towards getting our 1930's house properly insulated and a heatpump installed. We finally found an installer who we like, who understands what we want to do, and who can work with an insulation guy to get a correctly sized HP and have everything installed at the same time. And we've since spent what feels like forever planning it all out and getting things tweaked to the Nth degree to get it all within our budget.
We now have an actual quote with a breakdown of the costs, at least for the heating side of things, and what's jumped out at me is a £1,400 line item for "MCS BUS paperwork". Surely that can't be normal? Almost one and half thousand pounds to fill in a form?
We're going to query it, obviously, but we want to go armed with at least an idea of what is and isn't expected practice in the industry. Right now it feels like it would be cheaper for us to get a solicitor to do it for us!

Presumably it's not simply for the paperwork, but also whatever requirements are necessary in order to be able to make the required declarations on the form.0
