Online refunds - actual time frame to receive?

So I've bought stuff from Debenham a few times and I've noticed that they "issue" the refund within 14 days but I don't always receive it within 14 days of them getting my goods back. Gov website not clear, but CAB says you should have the cash back within 14 days. Anyone know is this one of those "hazy" bits of legislation, or are the online retailers taking the proverbial and knowing they can get away with it but actually should be issuing the refund so it's with you in 14 days?

Realistically there is little you can do if they take longer!
Any legal action to recover the money and your costs will take months if the firm drag their heels (or are just incompetent) but if it becomes excessive that option always remains.0
