Online refunds - actual time frame to receive?

So I've bought stuff from Debenham a few times and I've noticed that they "issue" the refund within 14 days but I don't always receive it within 14 days of them getting my goods back. Gov website not clear, but CAB says you should have the cash back within 14 days. Anyone know is this one of those "hazy" bits of legislation, or are the online retailers taking the proverbial and knowing they can get away with it but actually should be issuing the refund so it's with you in 14 days?

They are not in control of how your bank refunds the money to you and how long that takes, they have to action the refund within 14 days.

They have to refund you within 14 days - but I don't believe that can include the time to process the transaction as that is out of their control.

They must process the refund within 14 days, but it can take longer to show on your credit card or bank statements. 

Undervalued

Realistically there is little you can do if they take longer!

Any legal action to recover the money and your costs will take months if the firm drag their heels (or are just incompetent) but if it becomes excessive that option always remains.
