Moorside legal parked without payment of the parking charge

Hi all! I’ve only just discovered this gem of a site. Meaning I’ve made some mistakes before doing my research.
I’ve received the classic £170 letter from Moorside legal on behalf of National Car Parks Limited.
I’ve stupidly already phoned the previous debt collectors and sent them an appeal. Which was rejected because even though I didn’t receive any letters prior to the £170 demand, they spoke to NPC and said it’s past the appeal date.
My situation: I was going for a Union training course, I parked and attempted to go pay. 3 homeless males were fighting, clearly on drugs and when I approached the machine made sexual comments to me. I tried to take a picture of the number to pay but had no signal and the image was blurry. I walked to get signal, called the centre to explain my issue and met someone who worked at the training centre. They let me park on site and I don’t know how long I was parked, but it wasn’t long.

Letter is dated 23rd April 2025 for incident on 23/10/2024
I’ve read the NEWBIES thread and saw the template but I have no idea what to fill in the 2/3rd section. It threatens CCJ, so I assume it’s a pre claim letter?

Please note: My fiancé is deployed, my wedding is 7 weeks away and we’ve been issued a Section 21 on our house (overwhelmed is an understatement and I almost just paid to keep my sanity).

OK ... is there a more stable family address that you can give in your reply to Moorside, to make sure that you don't miss the claim form? They will send a claim. No biggie as long as you receive it and defend.
Even if the letter is not headed 'Letter of Claim' I would respond now, telling them to erase the old address which you will be moving out from shortly, and to note that your address for service of the claim form is STATE THE FULL ADDRESS YOU WANT LETTERS OR A CLAIM FORM TO GO TO, WHERE A FRIEND OR FAMILY MEMBER WILL NOT PANIC AND PAY.
Do NOT say 'care of' the named friend. Just write it as if their address IS your address.
If you will be changing your name on marriage you could also mention that now but certainly insist that the current house is NOT a permanent place where you can be served.
If there is vulnerability/debt as an issue for you too, mention that and the section 21 notice and tell them you need 'breathing space' (use that exact phrase).
Re the Section 21 notice, go to your local Citizens Advice or Housing Advice trust or contact Lawstop (a pro bono housing advice solicitor) if you're in London or Brighton.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Which is why you need to:
- ask for breathing space, and
- use a family address from now on, where someone trustworthy will open your mail AND WILL NOT BE STUPID OR THINK THEY'RE HELPING YOU AND GO AND PAY THE SCAM!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
