    According to street view in September 2024 the signs were up requiring you to submit reg details at reception.

    The previous image to this one is unfortuntely from 2012 when there were no signs or it appears any parking enforcement.

    Noted.  Hope it doesn't scupper my case but I've appealed with the gym saying they'll support the appeal with their parking eye account managers.

    There is another development in my update below.

    Update:  I (or actually 'the keeper') have received a second PCN letter.

    It has the same issue date as PCN 1, but a letter date of 15/05/2025. But arrived on the 22/05/2025.

    It is ostensibly a reminder to pay.  However I noted on the back it does not contain the section on 'POFA'.  Instead it has a section on 'The case law', where it cites a supreme court judgement in 'parkingeye vs Beavis (2015) UKSC 67'.

    Is the 2nd PCN redundant at this stage?

    I have received a letter today (but dated 21/05/2025!) from parkingeye in response to my appeal. I have attached a picture of the text

    They clearly state they have "recently received a request to cancel this parking charge via our client".  So the gym has supported the appeal.  Great.

    They then state after "review of the case" that they are unable to cancel the parking charge, but are "willing to offer" a reduction of the charge to £20.00 to cover admin costs.

    At no point do they state why the appeal has been rejected, or counter any of the evidence provided in my original appeal.  No POPLA code provided.  Same when I check the online appeals portal on parkingeye website.

    Any advice where I stand from here?  Should I go back to the gym and let them know that their request to cancel has been rejected, and if they can push again?  Should I push parkingeye and state that they have received a cancellation request from the client and should accept it fully?

    A part of me obviously feels like compromising and pay the £20, and get back to other important things in life.

    You could tell the gym that PEye are refusing to cancel, despite the fact that the industry spin the line (and love to tell the Government) that they are acting on behalf of landowners.

    In fact, the tail wags the dog right now.

    Ironic they are accusing you of breach of contract whilst breaching their own contract with the landowner and refusing to cancel.

    They've scuppered any chances in court with that, so paying £20 would be money down the drain.

    After emailing the client/gym telling them parking eye are refusing to cancel, they have got back to me saying:

    "...unfortunately the decision from Parking Eye is final and we do not pursue the matter."  (!)

    I did explain as suggested above that parking eye act on their (clients) behalf and this is essentially predatory behaviour, but it 
    sounds like they are just looking to wash their hands of it and don't push harder as the client to cancel these PCNs.

    Do I need to go back to parking eye now and ask for explanations, POPLA codes etc?

    I will have a think whether it's worth pursuing this all the way to court.  The vehicle keeper is my elderly dad who gets stressed with the letters, even though I've told him to ignore them.
