PCN Code 23

I parked outside my barbers to take in some flyers for an event, he had said he would put some up on his window and door. I am a blue badge holder and displayed my badge & clock. I have recently had a spinal operation. I was chatting about the event with my barber for about 7 or 8 minutes. On returning to my car, I saw a PCN on the windscreen. I looked around to see what the offence could be and noticed Loading only painted on the road. I was parked slightly past the markings though and didn't see it as I pulled into the space as there was a car in front of me, over the signage. 
The post with the sign Loading Only & the times was about 7 feet away. Can I appeal this ticket as it only has code 23 on it, no number?
The signage on the road doesn't state which vehicles are not allowed to park in this bay, plus there is no contravention number to let me know which vehicles are prohibited?

Read the sticky 'Read this first before posting your case' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
