our electricity meter has now expired and needs to be replaced immediately in line with government regulations under the Electricity Act.
Nearly every month i get asked to change to a smart meter which i decline. Is the above statement correct or is my energy provider trying a new tactic????

Without knowing the make/model of your meter it is difficult to say whether its' certification period has expired.

You can look it up on the schedule of nationally approved electricity meters.

If the meter is outside its certification period, then the supplier is legally obligated to replace it. @Troytheboy will have little say in the make & model of any replacement meter.
And I dare say, any supply contract agreed will have a clause stating that the supplier can fit a new meter at any time.

Of course the supplier is obligated to replace it if it is outside it's certification period and now the OP has a link to confirm whether it is or not.

A meter change is really pretty simple - you will be without a supply for a very short time while they make the change (IIRC when we had a meter change some years go it was around 30 minutes max) but nothing more significant than that. If the meter is out of certification just make an appointment that suits you for them to come and change it - it's no great drama! (As opposed to refusing to allow it at which point them getting a warrant DOES turn into a bit of a drama!)

I wanted to get a smart meter but it was taller than the meter it was replacing and would not fit.  So nothing was done and the installer just went away.

That's what the flying lead is for (i.a.).

OK, even that 'shoe' may be too tall for the space available, but it works in many situations.
