The "terminal in reception" in relation to the location listed would have to have been inside the lobby of the building associated, which would have been open. PEye provided no photos of this keypad terminal, no photos of signs inside the premises. I don't have photos of these myself and would have to return there to take photos (not a short journey at present).Coupon-mad said:

I did some quick research as suggested, it's darker than even the darkest reference ANPR images at Covert IR (940nm)
That aside, It sounds like you both are saying I should keep my statements in the general form of "unreadable & unlit signs at night".

Unlit signage etc is definitely a defence point, always is, as are hidden keypad issues etc, signage should be clear if registration was required, an e-permit as mentioned above by coupon mad
The point is to stay on point with good rebuttal arguments, especially against the POC, your whole case is centred on those aspects, nothing to do with Parking bays or roadway markings which you got distracted by2 -

Signs are to offer a contract , the terms and conditions on offer and how and where to comply with them
If a VRM keypad or Ipad is in the concierge office in building A, the sign should say so , shouldn't it ?
I recently visited a pub restaurant where the signs mentioned registering the VRM details at the reception or bar inside the business
