Hi, Sorry, I should have included more info:
This was at Salford University - Manchester.

So this BPA member is telling the registered keeper - on receipt of the first postal notice (NTK) - that "the time to appeal has lapsed."

This was NEVER seen from BPA members before the IPC re-wrote the Code of Practice the way they - and ZZPS and their ilk - wanted it and the BPA's weak as dishwater (ex-PPC employee) Sara went along with it. Steve Clark would never gave agreed to some of the stuff in the 'Joint Code'.

This is damning evidence for the MHCLG and the CMA. And it's dated 8th April so it's post-DMCC Act. Misleading conduct.

    Thankyou.

I am not sure what this means, is this something I should be mentioning to the BPA / POPLA?

I was also wondering about the fact the NtK does not offer a discount
They don't have to on a NTK that follows a windscreen PCN. I see it's PS24 so you will get POPLA and could win as long as you DO NOT say who was driving.

I say you could win because the POFA requires a para 8 NTK to "repeat the information in the NTD" which this one doesn't. Your 3 minutes is a winning point as long as you quote para 8 of the POFA at POPLA stage and do not appeal as driver.

Please show the back of the NTK as well. I need it for the NTK pictures thread that I am updating regularly. It must provide an option to appeal.
Thanks Coupon-mad. I have obtained a POPLA code after quite a blunt email to them. Copy below.

As the title says, my Notice to Driver is states a time of 10:02 am and the Notice to Keeper states the alleged breach as 10:05 am. The alleged breach is for parking outside of a designated bay. I appreciate it is only 3 minutes, but does it help my appeal?
It 11:02 and 11:05.  Make sure you quote correct times when further appealing to POPLA.

There's a "Parking Charge Number" reference still showing under the "How to Pay" section of the NTK.
Thank you, I removed and reuploaded the image but its still showing in Coupon-mad reply.
No it's not now. I covered it as soon as it was pointed out.

Don't send the POPLA appeal off online without getting our help on it this month first.

Needs careful wording and quoting of para 8 of schedule 4.

I hope your blunt email didn't imply the keeper was driving?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

My email didn't identify the driver. It was written as the keeper. So, my POPLA appeal (which I will post here first) does it only need to mention Para 8 NTK, or do I include ambiguous signage, authority to issue PCN etc?

I'd do all three but lead with the POFA point.

I think I have understood the advice here so far and have put the POPLA appeal together with the help of one I found on this site. Would appreciate any input.

No. Too many points. You want just the three you said.

OK, I have deleted 5 and 6. PoFA is mentioned in 2 separate points, so I have 4 in total.

Should I attach unredacted copies of the NtD, NtK and Appeal rejection letters with my Appeal to POPLA?
