    If only that were true... Far too many employers give across the board increases of a certain %, regardless of actual employee performance. That's certainly the case where collective bargaining is concerned.
    Outside the publc sector it's a very different world.

    During the comparatively short time I worked in the public sector, bonus payments were made to those deemed to be best performers.  Basic pay rise was the same across the board, including for those who hadn't met KRAs.
