077 phone number charging?

Got a missed call from 07781553321 to me that looks like a normal mobile number. I know 0777 numbers are chargeable so was surprised to be charged for calling this back.
So what numbers are chargeable?
I see that Giffgaff charge for non mobile numbers starting 07 so I guess that is what that was but how do I know if the call is from a non mobile number?

    Do you mean 076xx numbers are chargeable, the range used for pagers?

    Don't think there's anything special about 0777, other than some people consider them "special", "lucky" or memorable and they can sometimes be found for sale on specialist sites.

    Not aware of being able to definitively check on the charging applicable to an 07nnn number (some 07 mobile numbers are registered in the Channel Islands/IoM for example and may or may not be included in your plan).

    All the more reason not to return calls to unrecognised numbers, if it was important they'll leave a voice message.

    You stated that 0777 numbers were chargeable (I assume you mean not included in most calling plans), I don't believe that's the case.

    Don't doubt that the number you called was charged for, don't think there's a definitive way of checking beforehand that it's not.

    Are you expecting a call from anyone?
    Did they leave a voice mail?
    Unless they leave a voice mail, then it is not important. 

    Then best not to ring back, as odds on someone trying to extract cash out of you.

    Fortunately i realised it was a scam after a few seconds so was only charged a few pennies, yes I am waiting for a few calls from unlisted people.  My main concern is how can I tell which numbers are chargeable?

    I work on the assumption that if anyone calls and I don't recognise the number then they can leave a message if it's important or they want a call back.

    No message and they don't get called back.

    I'm not sure how you can check but I managed to find a site that let's you know the provider of the number 07781 seems to be a Guernsey number so not in the UK. Not sure how they are managing to use our numbering system.

    No message and they don't get called back.
    Wholeheartedly agree - my wife gets bombarded with unknown numbers on her mobile - sometimes 3 or 4 a day. I've now got her to ignore these and then I block them

    That's a useful site, seems to have the information that the OP needs.

    Some of the narrative stuff about scam numbers is dated and I'm always a little wary of sites that make it hard to see exactly who the owner/publisher is or what the source of their information might be.

    The Channel Islands and IOM use +44 numbers. The networks see it as a way to make money by making them international calls.
