PCN in England, but I resident in Scotland - Can I ignore it?

Hi everyone,
First time on this forum, so please go easy on me.
Rented a car via Enterprise for a road trip to London.
Two weeks after returning the hire car, Enterprise have emailed me to notify me of a Civil Enforcement Ltd fine and a Royal Borough of Greenwich PCN.
Now, I'm fairly certain I can more or less ignore the Civil Enforcement fine, but I'm more concerned about the council PCN one.
As per the title, I am a Scottish resident, so I know that this makes it difficult for these companies and they will usually send some threatening letters into scaring me to pay, and then they will just stop due to being a Scottish resident.
There's no point appealing, cos I know I will probably lose...and to be fair, I wasn't actually left a ticket on the windscreen. Instead, it was one of their usual cameras that caught me etc, which I find annoying (never driving in London again 🙄).
Obviously with Enterprise giving them the hirers details (my details) they will have that information, but am I right in saying that I can still safely ignore their requests regardless?

Re the council one, post about that one on FTLA because I wouldn't suggest you ignore that PCN either. FTLA forum is where the experts are on council PCNs, not here.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm a bit confused then...Multiple posts online always seem to suggest that Scottish residents can safely ignore PCNs incurred in England, especially due to POFA which is not existent or inforce yet in Scotland.
Anymore more clarification on this would be greatly appreciated.0 -
The only thing that has concerned me is the bit about identifying the driver complication, since it was a hire car and I was the hirer for that week. But that still doesn't definitely confirm that I was the driver when the PCNs were incurred etc..0

Ah, ok...I see what you mean.
What's the best way to do that though, without giving away too much?
Enterprise stated in the email that the companies would contact me in due course about it anyway, so isn't hooking them away from Enterprise, in a way, already in motion?0 -

The o/p will be liable for an enterprise fee under the contract of hire. Expect a fee for that.
If the o/p is the only hirer on the agreement (which C will ask for if they have any sense) if will be much harder to style out who is driving. No need to rely on PoFA (which of course doesn't apply in Scotland anyway).
Civil proceedings would require permission to serve outside the jurisdiction. That may not stop C trying anyway.
