DCBL data rectification query

I received a letter from DCBL for unpaid parking fine for £170. I've read through the threads so will be ignoring it and have emailed both CP Plus LTD and DCBL asking them to erase my old address and only use my new address. I had forgotten to update my V5C when I moved but have now done that after reading through the forum!
DCBL have replied to my request asking for the DCBL reference number and evidence of my new address in the form of a utility bill before they can action my request.
I don't really know why they need this as they have my address anyway. The letter says they 'utilised a tracing service which indicated this is your current address' so not sure why they're asking for a utility bill. I'm just not really sure how to respond and don't know whether to send it or not?

Send it because they must erase the old address. This is vitally important; it's an unsafe position for you all the time that a claim form could go to the old address.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
