Trying to exercise cancellation rights but seller is in different jurisdiction

But PayPal is regulated by the FCA.
It has questions to answer.
I asked for sight of what evidence the vendor had provided them.
Silence, just closing my appeal saying process followed. In the meantime, fresh ts and cs were issued focused on vendors.
Leaves me wondering "Did PayPal do Due Diligence when authorising the vendor?"

Great efforts were made to contact the vendor in parallel with PayPal appeal.
The UK contact just sent stuff through to Luxembourg outfit who said I was contacting wrong people as they didn't deal with PayPal.
So, sending buyers in circles isn't what you expect of a "properly vetted" business approved by PayPal.
In UK, EU and Delaware, the 14 day cancellation rights for online sales exist. My cancellation rights were not respected. PayPal had the opportunity to exercise that and chose to ignore it.
The FCA may scrutinise PayPal's lack of action.0 -
