Builder Issues and LBA

I engaged a builder based of a written quotation, part of the work was to install some windows.  Initially these took longer than quoted but when eventually installed a number of issues were raised with the builder.

This has now been ongoing for 5 months with promises and attempts to fix (some issues have been fixed but others not).  A few weeks ago I issued the builder with a deadline for full rectification or full refund (of the window element of the job) which was missed.

As we're approaching the 6 month limit for the final right to reject I sent a LBA formally rejecting the windows and seeking a refund of the cost of the windows (I have this itemised).

On receipt of the LBA the builder is now saying about waiting for a delivery and it will be 'soon'. 

My question to the hive mind is, "Do I need to give him more time or can I go ahead and issue a claim?  Do I need to inform him that I have rejected and expect a refund or is the letter sufficient notification of that fact?"

Also is the final right to reject valid for a portion of a contract?

    Assuming the builders supplied the windows, how are you going to reject them? You'd have to return them, surely?

    Yes that's exactly what I want - they are free to remove them at their leisure.

    Have you got windows to replace those the builders remove and if so are you able to replace them yourself or have you another window installer to replace them? Because the builder will be under no obligation to replace the windows
