Civil Enforcement PCN - Drive Thru overstay of allotted free time - Advice on next steps

Hello my daughter received a letter from Civil Enforcement Ltd. (never heard of them). Apparently she overstayed in a fast food drive thru car-park. It says on the letter the maximum free parking period is 90 minutes. She didn't see a Pay and Display sign or a notice. Not to say there is not one. Does this have to be paid? Any advice on next steps greatly appreciated.
