Bus Lane PCN from Leeds - I live in Northern Ireland

Hi all,
I’ve received a Bus Lane Penalty Charge Notice (PCN) from Leeds City Council for allegedly being in a bus gate, and I live in Northern Ireland.
I was only in Leeds for half an hour, and ironically left because I couldn't find parking. Being unfamiliar with Leeds and not noticing any bus gate signage. I’m wondering:
Is it worth appealing on the grounds that I wasn't familiar with the area and didn't notice any signage?
Does being an NI resident affect enforcement?
If I appeal and it’s rejected, will I still be offered the discounted £35 rate?
Can I just ignore this (risky, I know) or is it safer to just pay the reduced amount?
I’m torn between writing a polite representation or just ignoring and hoping it's not worth their time to enforce. Any advice or similar experiences welcome!
