2025 Parking Tickets (Scotland)

First time poster, long time lurker.

I recently received x2 PCNs - x1 from SMART Parking regarding 88 Washington Street & x1 from CPM (UK Car Park Management) regarding Marchbrun Drive, Paisley.

I have not responded to either yet, as I know the preference is to ignore, but want to double-check this is still relevant in 2025.

Smart Parking:
We parked up to attend a class for ~2hours, the parking machine on-site at the Car Park didn't work & RingGo kept rejecting payments. I attempted x3 payments via the app which went to pending on my account & attempted to pay over the phone and was not issued with valid parking.

I have screenshots from the RingGo app that show that the RingGo was having issues.

In this case - am I okay to ignore?

CPM:
I had parked up off the side of the airport as I had to take a call that lasted approx 15mins. As it is near the airport there weren't many spots to pull up so that was the first convenient place I could find. The PCN states that there are signs stating "No Parking at any Time". However I'm sure that they cannot enforce a penalty as no contract was made with the Registered Keeper of the car & CPM.

I understand there are "sticky threads" for more details but I cannot, for the life of me, find them.

So I thought it'd be best to get some direct advice, thanks in advance!
