Rejection of representation

Hi again. I received a PCN from London Borough of Hounslow. 
I do deliveries with a van(goods vehicle) which means I am not failing to comply. Then I appealed without any documents and they sent this.
Then I sent the proofs that the driver is a courier and was entering the road to do some deliveries.
Then they rejected without any reason.
Why might they reject? Should I appeal to London Tribunals? If adjudicator rejects too, I should pay 130£ instead of 65£.The sign clearly says “except for loading by goods vehicle”
