UKCPM issued parking fine due to my parking permit being slightly obscured

Hello, could use some help with this issue. Seems ridiculous to me. 

I live in a flat block which I own and it comes with an allocated parking space. This is a gated car park for the residents of this flat block. 

We are required to display parking permits under UKCPM (UK Car Park Management). I have been parking my same car in the same spot with the same permit for over a year.

However early 2025 for a short period of time my pass was displayed but became slightly obscured due to where it was positioned on my front dash board. In the pictures of the fine you can see the top of the parking permit. You would hope the parking attendants would use common sense but clearly they are all leaches. 

I received one PCN for this issue, appealed it through UKCPM. This was rejected so I appealed through IAS (independent appeal service) and they confirmed the PCN was cancelled. I also tried to deal with this through my management company (Comer Property management) but they were useless and said there was nothing I could do, thankfully it was cancelled by IAS. 

However for whatever reason I was issued two additional PCNs for the same issue but I didn’t receive the initial correspondence. The first I heard of these two PCNs was after it had been sent to the debt collectors (Debt Recovery plus Ltd -DRC). Maybe it was the post offices fault, but if I received the original correspondence clearly I would have appealed it earlier like I did with the initial PCN that was cancelled. 

I complained to my management company (Comer) but again they were no help and said I had to appeal through UKCPM. I was then told by UKCPM that I had to appeal with DRC. DRC said they only take payment and not appeals. Clearly being sent round in circles.

I found IPC (international parking community) and asked for their support. They told me to appeal to complaints@uk-cpm.com. But obviously they rejected the appeal as expected. I asked them why the original PCN was cancelled and why these 2 others have not been cancelled but they haven’t replied to me. UKCPM said to refer this to IPC if I disagree with the outcome but IPC have now said they can’t do anything. Again going round in circles.  

I have again asked my management company, UKCPM, IAS and IPC as one last ditch effort to get these PCNs rescinded but if anyone else has any ideas that would be fantastic. 

Please let me know if there is anything else that’s needed to help with the above.

    That’s what I’m thinking. I’ll check for some guides on the website on how to deal with court cases if it goes there. Should I request they take it to court as I just want it done. 

    Also the PCNs are under my father names, can I as his son represent him? He would rather not be involved or at the court.

    Just to check: is parking space demised to you under the leasehold? Is it shown on the land registry, and does the leasehold say anything about parking?

    Depending on what's in there you might do well to go on the offensive and challenge their very right to demand a permit on land you are the legal "owner or occupier" of.

    floor parking space is included in the title.'. So I assume this means i  own that spot - I cant see anything on the lease that says anything about parking.

    So why on earth are you accepting the unwanted and unnecessary commercial touting of your space to all-comers at £100 per day?

    Why have the leaseholders agreed to this totally unnecessary moneyspinning scheme at your expense on your demised land? It's a secure site for goodness sake! You don't need permits.

    Leaseholders should NEVER agree to this, as it us so financially detrimental, intrusive and unwanted that this sort if scheme can adversely affect property value.

    This has interfered with your lease rights. Get together with other leaseholders. Stop this now. Get UKCPM removed.

    We are required to display parking permits 
    You aren't.  Opt your bay out NEXT WEEK.  You don't need this rubbish and they are not offering you anything you don't already have.

    @h2g2 is suing their RTM company for imposing such a scheme. 
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
