Paypal insurance charge and P&P costs

I just bought 2 watches from Spain, I inquired about combine the P&P which is £20 per watch and they refused to do this they don not combine P&P items and they are charging me £40 P&P ( I emailed them 3 times before I bid on the watches to enquire about combined P&P but got no reply) I then said I would organise my own courier which they said was not allowed ( I read some there F/B “ Paid for 2 lots of P&P they sent both watches in the same parcel and it cost the same for 1 parcel thus pocketing the other £20” and other along them lines) Then to cap it off they are charging me £3 per watch for “ Paypal insurance” has anybody heard of this, it is not P&P insurance. Below is there explanation for it.

• “The problem with paypal payments is that seller is not covered against incidences. For example if parcel does not arrive or get lost, you will open a dispute and paypal will refund your money from my account money and I will have no money and no watch, that is the only reason”

What should I do, pay for them wait till I get them open a dispute for the over charge for the P&P and the “Paypal insurance” if it is not a scam.

    Ok,

    - You were right to check for combining of potage, but you went wrong when you bid without waiting for an answer. This constitutes acceptance of their charges. (£40)
    - Is the insurance stated on the listing? If not, you can refuse to pay it.

    - If they are charging for paypal and/or adding an insurance that wasn't stated upfront, refuse to pay it.

    You seem very keen to finalise the transaction, which you even admit may be a scam! By far the simplest solution is to walk away if the seller is magicking extra charges out of the air.
    My TV is broken! :cry:

    i would walk away too, and accept the neg FB.
    there again, i would never have bought the watches from spain in the first place (with PP such as that).

    I can't see what answer the OP really wants here, certainly none we can supply.

    A few sellers do grossly overcharge on p and p and consider it 'fair' to cheat ebay and the customers in that way, so for many of us that would have been a good reason to walk away from this auction.

    However, there are no rules at all that force or require a seller to combine post and packing, so the moment they did not respond to your enquiry you should have considered that a warning sign.

    AS the others have said you can either now walk away from the auction and probably get a negative plus a non paying bidder strike (which can have worse consequences than a neg), or you can pay up.

    You mention that you are possibly considering accepting the goods then starting a complaint against the seller, but I'm not sure what you think that will actually achieve. There is no mechanism for ebay or paypal to force the seller to return any of the post and packing paid. If the seller has a habit of getting complaints then your complaint *may* just be enough to get them a temporary suspension under the new rules about 'good' and 'poor' sellers, however the reality is that another complaint might just get added to any already made against them. Even if the seller is suspended, which is unlikely, you still won;t be able to claim any refund on the p and p.

    You can report them for charging insurance if it is not "official"
    Ask them for details of the Insurance Company.

    Insurance: Sellers offering insurance may only charge the actual fee for insurance. No additional amount may be added, such as “self-insurance”. Sellers who do not use a licensed third-party insurance company may not require buyers to purchase insurance.

    If the insurance was not mentioned in the listing you should not pay it.

    However he is perfectly within his rights to charge you twice the P+P.

    That's quite possibly another way of him saying he wants that money to cover his paypal fees which if true is not allowed.
