Is it legal to be charged for parking by a BPA registered member if there is no planning permission.

Would a Parking Management Company that is a BPA member be legally able to manage a Car Park & issue PCN's if the Car Park does not have Planning Permission to be a Car Park even if the Landowner gave permission ?

It doesn't stop these toads issuing speculative invoices hoping people will pay up.
You can of course complain to you planning dept.1 -
The parking firm would say the issue of landowner/planning permission is immaterial. They use the (laughably irrelevant to private parking) 'I could sell you Buckingham Palace' contract law argument.
They've tried that against me and @bargepole and others in court and it has never stuck. It is codswallop for this industry to try it because they have to comply with the DVLA KADOE rules (must have valid landowner authority).
You could try a formal complaint to the DVLA and NOT GIVE UP at the first fob off template reply (and don't show it here again please!). Just rattle cages more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can't understand why you posted ("and don't show it here again please") in your reply. It made me think it was in the wrong Forum & needed to click on top of page again or something even though you did add it hust rattles cages more.

I meant don't show the DVLA first fob off email. We don't need to see that.
Search the forum for a phrase from it when it arrives. Then press their buttons AGAIN. Don't give up with the DVLA complaint.
