Vat on a charitable donation

So I had to get my dog spayed today. I am disabled and living on benefits. A local charity pledged a donation of £200 towards the cost. When I got the bill from the vets, I discovered they had taken Vat off of the charitable donation. So instead of having £200 off the cost of the total bill, I only actually got £166.67 taken off of the total vets bill.
Is this right? Are they allowed to take Vat from a charitable donation?

You have likely misunderstood. Let's say the original bill was £1000 before VAT and before the donation
£1000 plus VAT at £200 is £1200 total
Now deduct £166.67....
£833.33 plus VAT at £166.66 is £1000 total
You have still paid £200 less.
