Attendance Allowance can potentially lead to a reduction in her Council Tax bill.  This is because Attendance Allowance is a qualifying benefit for Council Tax Reduction schemes; you should also check their scheme to see if she qualifies. Councils vary in the help they give from area to area.

Surely your mother would have been liable from the point at which your dad went into care, rather than from when he passed away? Did she contact the council then to explain the change in circumstances and to see what discount she would be entitled to in her own right?

Did your mother inform the council when your father went into care?  Some of the discounts they received as a couple, due to the health of your father, would have ended when he went into care.  If the council was informed, they you, or your mother, needs to get clarification of why these charges have suddenly appeared.

The council were aware of the change in circumstances as they were informed by the DWP and also ourselves as the care home was council ran, so they knew his and my mother's finances as the council contributed to his care.

I'll speak to the council today and see what is going on.

Those are different council departments though - the care home financial assessment team are not going to be liaising with council tax, they would expect your mother to do that so it may well be that the message did not get through.  That is something you would need to check.

Will you be with your mother when you phone as they will need her consent to speak to you.
