help with booking made through agoda

hi i made a booking for 1 night stay in manchester through agoda, got my booking confirmation, and they took payment 3 days before the planned stay, but when i went to the apartment, the security code they gave me didn't work, i double checked i was at the right apartment, and i was, number 18, then i hears somebody was inside, cut a long story short, they had booked it 2 night with booking.com, so i then tried to contact agoda, but could only get a chatbot, or via whats app, which wasnt any help, so i tried to contact the owner direct, and the number was no recognised, and the property managment company went striaght to voicemail as it was a saturday.
i then had to for out over 200 pounds to find an alternative, and also pay for parking, so my question is can i claim back my out of pocket expenses as a result of not being able to use the apartment, and if so who do i do this with, i have contact agodas cust service requesting a full refund, and am waiting for a reply, i used my credit card to pay for the room, but santander said i have to wait 15 days before i can start a chargeback process.
what are my options?

Do NOT accept a refund. Bill Agoda for your total costs (last-minute room plus parking), and once the fifteen days is up claim this amount from your credit card unless Agoda have responded in the meantime.
If you accept a refund then that leaves you out of pocket, and they are then no longer liable for the costs of their failure.1 -

So all you will get back via CC is the amount you paid. There is no way to recover the extra expense that way.
So your only hope is via Agoda.Life in the slow lane1 -
just got off a chat with agoda customer services, and they are contacting the owner and getting back to me, told them about my expenses incurred as a result of their mistake, so lets see what happens0
