PCN for sold car

I received a PCN for a car that I had recently part exchanged. The PCN is for a week after the transaction. I have the receipt, which is dated etc. 

I contacted the DVLA as I had not yet received the ‘no longer a keeper slip’. The DVLA are sorting this for me. The operative said: I was definitely not the keeper of the car on the date of the PCN issue. I am recorded as the previous keeper but my old car is clearly marked as now in the motor trade. 

So do I just send the receipt of the transaction to the council issuing the PCN. Plus a letter stating I’ve spoken to the DVLA and what they confirmed? Will that be enough for the council?

Obviously, I’m waiting on the non-keeper slip and the DVLA operative said it could be another 4 weeks now. I’ve had the tax refund but that doesn’t have the date of sale but you can see online when the tax stopped, which is the date of sale. Also, I have insurance switch over and my husband was witness to it. 

Anyone have any experience of this? 

I know it’s only a £35 fine, which I luckily can afford but obviously it wasn’t me, the DVLA know it wasn’t me, it’s just the council.

    There should be a specific tickbox on the PCN for this scenario.

    "You weren't the registered keeper of the vehicle at the time of the alleged contravention, or became the registered keeper after the alleged contravention."

    When you P/X the car, did you not do the online change of ownership?
    Or did you just hand over the whole V5?
