In relation to house buying in England it is a rather pointless statement in itself.  If the contents of the house are to be included in the sale then this should be stated. It is not usual to expect vendors to rectify any problems before the sale is completed.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

Given how much is caveat emptor anyway I'm not sure it usually makes a great deal of difference. Any warranties by the sellers aren't usually worth much.
Plausible deniability about any neighbour disputes...?

Could make a difference in Scotland resulting in certain clauses could be removed when concluding the missives.

Sold as seen" means the property is being sold in its current condition, with no repairs or improvements made by the seller. What you see during the viewing is exactly what you get, including any faults. In this case, it also includes things like light fittings, carpets, and blinds.
